Layered, bottom to top: the backer (blue acrylic or painted wood), the land (one sheet: every map engraved, the words engraved, the water cut through), and the top (one sheet: the outer frame, the puzzle frames, the main roads welded to them and the raised place names). All three are cut to the same outline, so it glues up flat and flush. A road too small to pick up that reaches no frame is left off. Separate pieces cuts a board, an outer frame, and water, map and frame sheets per piece. Every layer can be switched off in Look, and the sheets can be 3, 4.5 or 6 mm.
